De ingediende voorstellen zijn verzameld door de IARU en gedistribueerd onder de (IARU) leden, in Nederland is dat de VERON.

De bijeenkomst zelf vindt plaats op 15 t/m 17 april 2015. Uiteraard zullen besluiten over de voorstellen zelf vóór die tijd vastgesteld moeten zijn.

Er zijn veel voorstellen voor VHF-en-hoger (C5) gedaan, waarbij de volgende hoofdthema’s zijn te onderscheiden:

• Algemene zaken,
• Frequentie zaken,
• Quality Modes zaken,
• Administratieve zaken,
• een ATV gerelateerd voorstel,
• veel contest zaken.

Omdat ieder land zelfstandig voorstellen heeft ingediend zijn er uiteraard wat overlappingen. Het is aan de commissie om het stemgedrag voor te bereiden van alle voorstellen. Uw inzichten kunnen daarbij behulpzaam zijn. Als u een duidelijk standpunt heeft over één of meer van de onderwerpen kan gereageerd worden. Het is belangrijk dat duidelijk is aangegeven over welk (nummer) voorstel het gaat, eens of tegen het voorstel, uiteraard met heldere motivatie. Om de motivatie te begrijpen kan het handig zijn te refereren naar andere documenten of paragrafen in het VHF managers handbook die relevant zijn

Uiteraard is het niet mogelijk het iedereen naar de zin te maken. Daarnaast betreft het hier een Interum meeting, zodat diverse aspecten ongetwijfeld nader onderzoek vereisen zodat pas volgend jaar een besluit over het betreffende (aangepaste?) voorstel wordt genomen.

Established simplex frequencies on repeater output channels may be retained. H: unmanned packet stations in 144.800 – 144.9625 in 12.5 KHz spacing.

11	Frequency	Common set of technical arguments for “safe coexistence”	Coexistence between professional users (OFDM) and amateurs hard to prove and document. Proposal is to bundle expertise on this.
12	Contest	Adding QSO frequency to EDI file	Adding the exact used frequency to the EDI file could be a great help for cross-checks of the logs. Not immediately as an obligation but as a first step to it. (The frequency is often available via CAT interfaces).
13	Contest	New SO LP section in IARU R1 VHF contest	Low Power section limited to 100W and also linit the number of antenna systems to use.
14	Contest	Update of MO section definition in IARU R1 contests	Change definition for Multi Ops ‘all other entrents’ to ‘stations operated by multiple operators’.

18	Contest	Amendment to the chapter 5.3.10 (Ëntries”)	Late logs are not rejected but become checklogs, permission is given for use the data for other purposes then the contest (except personal data). By sending the log some aspects are agreed on.

20	Contest	Clarification of 6H contest rule	Clarification on longer operating time, that the log needs to be uploaded completely. Yhe contest robot extracts the 6 hours, the rest is used for cross checks.

22	Contest	New section in chapter 5: “Rules for automatic contest adjudication”	Form a working group to prepare comparison of contest robots algorithms.
23	Contest	Widening the 144 MHz SSB/CW segment for 24 hours only during IARU R1 VHF contest	Based on historical data showing less interest in CW during the VHF-contest: enlarge the portion of SSB sub-band during the IARU VHF contest (only during those 24 hours!) Less CW, more SSB or both.
24	Documentation	Intention VHF managers handbook/readability/document control	Lots of historical information in the VHF managers handbook that disturbs during daily use, preventing unlimited growing. Make clear what the intention is of the book, actualise it in wordings.
25	Documentation	Risk of losing data/information	Email addresses and data to be centralised under supervision of IARU.
26	Contest	IARU contest rules not in all cases realistic and could be improved to gain future activity	Make the contest rules as simple as possible to gain future activity.
27	Frequency Quality Modes	New modulation rechniques asks for adaprion of text and bandplans to prevent limitations of development	Evaluate the VHF-managers handbook that it will be less stringent so future (already) developments could easily be implemented. Do no mention ‘FM’ or other modulation techniques but just the bandwidth and ‘simplex’ an ‘duplex’.
28	Contest	Unique template for contest results	Using a templeate for final classifications in defined fields.
29	Contest	Export contest results from the contest robot	Make the results available in format .xls, .csv, pdf for easy publishing in magazines and other media.
30	Contest	Modification of 5.3.6 paragraph	In case of selfspotting: disqualify the station and not just the QSO only.
31	Documentation	Mailing list for VHF managers	Dedicated email lists for contesters and VHF management.

41_1	Frequency Quality Modes	144/435 MHz APRS harmonisation	Harmonize APRS frequencies in regions. 144.390 is not acceptable, this could not be combined with weak signal modes. Define 70 cm frequency. Emphasise that equipment is failsafe to prevent uncoordinated transmissions.
