23 cm (1240–1300 MHz) en Galileo: actuele status (NL – eind 2025)

 

Kort samengevat

  • Internationaal (WRC-23): 23 cm blijft secundair voor radioamateurs; er is wél een ITU-voetnoot 5.332A die administraties oproept om gemelde storing op GNSS/RNSS (o.a. Galileo) met spoed op te lossen en daarbij de ITU-richtlijn M.2164 als guidance te gebruiken. document Recommendation ITU-R M.2164-0 (11/2023).
  • Europa (CEPT): er is een concreet CEPT-kader: ECC Decision (25)01 met technische/operationele maatregelen voor 1258–1300 MHz (dus niet voor 1240–1258 MHz).

Wat betekent dit voor ons gebruik van 23 cm?

De band blijft voor amateurs secundair: we mogen geen schadelijke storing veroorzaken aan primaire gebruikers. Nieuw is vooral dat er nu:

  1. een procedurele ITU-haak is (voetnoot 5.332A) om bij echte problemen maatregelen te kunnen afdwingen, (Officiële Bekendmakingen)
  2. én een Europese “standaardset” maatregelen (ECC Decision (25)01) die landen kunnen overnemen voor het deel 1258–1300 MHz.

Belangrijk nuancepunt: CEPT richt de maatregelen op 1258–1300 MHz. In het IARU-supportpaper staat expliciet dat 1240–1258 MHz zonder extra CEPT-constraints kan doorgaan zoals nu.

Waar gaat IARU-R1 vanuit?

IARU-R1 gaat er in haar werkdocumenten van uit dat veel landen (geheel of deels) het CEPT-kader zullen implementeren, zodat er binnen Region-1 een uniform en voorspelbaar speelveld ontstaat.

Daarom werkt IARU-R1 aan een aangepast 23-cm bandplan voor landen waar ECC Decision (25)01 wordt ingevoerd, met als hoofdidee: activiteiten concentreren in 1240–1258 MHz en 1296–1300 MHz, en bestaande toepassingen zo goed mogelijk “verhuizen” (o.a. ATV/breedband naar <1258 MHz).

Wat is de status in Nederland?

  • In Nederland is de ITU-voetnoot 5.332A opgenomen in het nationale frequentiekader, met de bedoeling dat RDI “in voorkomende gevallen” maatregelen kan nemen om schadelijke interferentie op GNSS-ontvangers door amateuruitzendingen weg te nemen. Dat is dus geen generiek verbod, maar casus-gericht toepasbaar. (Officiële Bekendmakingen)

Wat kun je als zendamateur nú doen?

  • Blijf netjes secundair werken.
  • Houd rekening met verschuivingen in bandplan: vooral voor ATV/breedband en onbemande stations (repeaters/bakens) kan herindeling of aanpassing nodig worden als/wanneer ECC Decision (25)01 nationaal wordt doorgevoerd.
  • Volg de updates: zodra NL van “in onderzoek” naar “(gedeeltelijk) geïmplementeerd” gaat, weten we ook welke nationale invulling/overgangstermijnen gelden.

De ontwikkelingen rond de 23cm band is een belangrijk onderwerp binnen de IARU dat de nodige prioriteit heeft. De IARU is aanwezig binnen de werkgroepen en commissies op ITU en CEPT niveau. Dit zal na de WRC23 nog doorgaan.
