Op 5, 6 en 7 mei was in Landshut de Executive Committee (EC) vergadering van IARU Region 1

Negentien personen namen hier deel aan, waarvan zes niet de gehele tijd. Voor VHF-en-hoger (C5) was voorzitter Jacques ON4AVJ aanwezig. Naast het vaststellen van de status van de actielijst van de vorige vergadering en de diverse status overzichten uiteraard aandacht voor de voorbereiding van de IARU vergadering in september. Het financiële verslag is goedgekeurd, wel is een project gestart om bepaalde kosten naar een redelijk niveau terug te brengen.

Bij ‘Spectrum matters’ worden de resultaten van de ruismetingen die door de VERON zijn gedaan genoemd (over de ruismetingen is ook een voorstel voor de C5 vergadering in Landshut).

Omdat de baken coördinator van C5 zijn functie zal neerleggen, is geopperd de functies van HF en VHF-en-hoger samen te voegen, dus één baken coördinator. De EC heeft besloten dat niet te doen. Er zijn trouwens meer vacatures bij de IARU (zie ook de IARU voorstellen in het bericht hieronder, de mensen die vinden dat vacatures te laat worden bekendgemaakt kunnen nu hun kans pakken en solliciteren). In Friedrichshafen zal een lezing gegeven worden wat de IARU eigenlijk doet.

Er zal geen VHF-en-hoger commissielid naar de vergadering in Landshut gaan, de drie vertegenwoordigers van de VERON die daar wel naar toe gaan zullen het stemgedrag meenemen.

 

VHF managers handbook 7.51 uitgegeven

Naar aanleiding van de recente gehouden interim meeting in Wenen zijn vast een aantal wijzigingen doorgevoerd in het VHF managers handbook. Het handbook is eventueel hier te vinden.

Met contesten op 50 MHz problemen met het verkrijgen van 6 digits van de locator buiten Regio 1?

Met name Amerikaanse stations blijken 4 digits van de locator voldoende te vinden.Jammer van de DX verbinding want dan is de verbinding niet volledig.

Bij de recent gehouden IARU interim meeting in Wenen is besloten dat als het tegenstation buiten Region 1 maar 4 digits meldt dit aangevuld mag worden met ‘MM’. Daarmee wordt het midden van het vak aangeduid. Op die manier accepteert de contest robot de verbinding en wordt hiermee geaccepteerd. Geen lange discussie dus meer met de DX stations.

Let op: alleen buiten Regio 1 en alleen als het tegenstation maar 4 van de 6 digits noemt.

IARU Interim Meeting

De vergadering is prima verlopen, er waren soms heftige discussies maar die waren zeker opbouwend. Omdat het een interim meeting betrof zijn diverse voorstellen ter verdere discussie gesteld en worden deze de komende maanden verder uitgewerkt voor de uiteindelijke meeting in München.  De VERON voorstellen vielen in goede aarde en zorgden ervoor dat ook naar de grotere lijnen werd gekeken. Binnenkort zal er meer informatie worden gepubliceerd, ook in Electron.

Hans Blondeel Timmerman PB2T benoemd tot nieuwe IARU Satellite Advisor

Per 11 april 2016 is Hans Blondeel Timmerman PB2T benoemd tot IARU Satellite Advisor.

Hij volgt in deze functie Hans van de Groenendaal ZS6AKV op.

50 MHz overzicht voor de WRC-19

Hans PB2T inventariseert voor de IARU de status van de 50 MHz band in ITU region 1. Het overzicht wordt actueel gehouden en door de IARU gebruikt bij de WRC die gehouden zal worden in 2019.

Deze lijst is natuurlijk ook handig om te zien met welke landen in welk bandgedeelte een verbinding gemaakt kan worden. De lijst is hier te vinden (staat onder het IARU bandplan).

 

IARU voorstellen voor de Interum meeting in Vienna 2016

De ingediende voorstellen zijn verzameld door de IARU en gedistribueerd onder de (IARU) leden, in Nederland is dat de VERON.

De bijeenkomst zelf vindt plaats op 15 t/m 17 april 2015. Uiteraard zullen besluiten over de voorstellen zelf vóór die tijd vastgesteld moeten zijn.

Er zijn veel voorstellen voor VHF-en-hoger (C5) gedaan, waarbij de volgende hoofdthema’s zijn te onderscheiden:

  • Algemene zaken,
  • Frequentie zaken,
  • Quality Modes zaken,
  • Administratieve zaken,
  • een ATV gerelateerd voorstel,
  • veel contest zaken.

Omdat ieder land zelfstandig voorstellen heeft ingediend zijn er uiteraard wat overlappingen. Het is aan de commissie om het stemgedrag voor te bereiden van alle voorstellen. Uw inzichten kunnen daarbij behulpzaam zijn. Als u een duidelijk standpunt heeft over één of meer van de onderwerpen kan gereageerd worden. Het is belangrijk dat duidelijk is aangegeven over welk (nummer) voorstel het gaat, eens of tegen het voorstel, uiteraard met heldere motivatie. Om de motivatie te begrijpen kan het handig zijn te refereren naar andere documenten of paragrafen in het VHF managers handbook die relevant zijn

Uiteraard is het niet mogelijk het iedereen naar de zin te maken. Daarnaast betreft het hier een Interum meeting, zodat diverse aspecten ongetwijfeld nader onderzoek vereisen zodat pas volgend jaar een besluit over het betreffende (aangepaste?) voorstel wordt genomen.

Indienen van voorstellen voor de IARU C5 (VHF-en-hoger) vergadering

Graag vóór half december 2015. Zijn er dus nog zaken die aandacht verdienen (en in de invloedssfeer van de IARU liggen): graag melden. Raadpleeg eventueel het VHF-managers handbook waarin alles formeel is vastgelegd.

Benoem wat de huidige situatie is, wat er fout aan is of wat het voordeel is om het te veranderen, suggestie voor wat er gewijzigd moet worden. Als er een link is met een paragraaf uit het VHF-managers handbook: die er graag bij vermelden.

World Radio Conference 2015

Gedurende vier weken waren er meer dan 3000 deelnemers bij de WRC 2015.

M.b.t. VHF het is het de IARU gelukt om harmonisering van de 50 MHz band in Region 1 op de agenda te krijgen voor de WRC van 2019. Die agenda zal echter ook bedreigingen bevatten voor 5 GHz en 47 GHz…
